海运业实现减少温室气体排放目标分析

Abstract: The shipping industry is the main mode of global cargo transportation. The contribution to the equivalent carbon dioxide emissions will further increase with the rapid development of social economy. In order to limit the emissions of the greenhouse gas, the international maritime organization (IMO) has formulated the “IMO Initial Strategy on Reduction of GHG Emissions from Ships”(abbreviated as “Initial IMO Strategy”) and the goal, and established a list of short-term, medium-term and long-term carbon reduction measures. The contents of the “Initial IMO Strategy” are analyzed. With the goal of reducing CO2 emissions per transport work of international shipping by at least 40% by 2030. The major direct efforts for carbon reduction in the short-term measures of the “Initial IMO Strategy” are analyzed, which can provide references for China's shipping industry to adapt to the emission reduction goal of the “Initial IMO Strategy”.

摘要: 海运业是全球货物的主要运输方式,随着社会经济的快速发展,对等效CO2排放总量的贡献将进一步增大。为限制船舶温室气体的排放,国际海事组织(international maritime organization, IMO)制定了《IMO船舶温室气体减排初步战略》(简称“初步战略”)及目标,确定了短期、中期及远期减碳措施清单。文章对“初步战略”内容进行了分析,以“到2030年,国际航运单次运输任务的CO2排放量要比2008年至少减少40%”为目标,对“初步战略”短期措施中主要的直接努力减碳措施进行了研究,为我国海运业适应“初步战略”的减排目标提供参考。
