Prospects and Suggestions for the Development of International Regulations on Exploitation of Seabed Mineral Resources

The “Regulations on Exploitation of Mineral Resources in the Area” (referred to as the “Exploitation Regulations”) being formulated by the International Seabed Authority serves as a critical legal basis and standard for future international seabed mineral resource exploitation activities by various countries, which is related to the legality and compliance of such activities. This study first systematically analyzes the formulation process of the “Exploitation Regulations”. The main institutional requirements set in the draft “Exploitation Regulation” for contractors applying for exploitation contracts and initiating commercial activities, such as production, payment, environment and regulatory requirements, are examined. Then, the current situation and prospects faced by the formulation of the “Exploitation Regulations” are analyzed. On this basis, the crucial issues that need to be considered from exploration to development of international seabed mineral resources are studied. Finally, suggestions for constructive participation in the formulation of the “Exploitation Regulations” are proposed based on the interests and demands of China's deep-sea mineral resource exploitation.
