Features and General Design Requirements of High-Speed Craft Complying With 2000 HSC CODE

High-speed crafts need to apply regulations that are different from conventional ships due to the characteristics of high speed, light weight and special operations. The International Code of Safety for High-Speed Craft issued at 2000 ( 2000 HSC CODE), as a relatively complete rule applicable to the high-speed craft, is widely accepted by various Maritime Administrations as the design basis for the high-speed craft. The safety principles of the 2000 HSC CODE and the applicability to various Maritime Administrations are briefly introduced. Then the accident types and causes of the high-speed craft are analyzed through domestic and international high-speed craft accidents. And the risk control and design measures applicable to the high-speed craft are further introduced, including general design requirements such as operation restrictions, damage stability, fire protection and evacuation analysis, for understanding the safety principles and guiding the design of the high-speed craft.

The hull damage accidents during the voyage may cause the environmental pollution and the safety problem of the life and belongings of the crew onboard. It is also of great concern to the international shipping industry. The International Convention for the Safety of Life at Sea (SOLAS Convention) has evolved for over 100 years since it was firstly proposed in 1914. The regulations on ship damage stability have experienced from the deterministic damage to the equivalent probabilistic damage, and then to the harmonization of probabilistic damage of passenger ships and cargo ships based on formal safety assessment, involving continuous development and improvement of the study of the ship damage stability and relevant regulations. It briefly introduces the development of the international ship damage stability based on SOLAS Convention, and presents the driving force and direction of the development of the regulations combined with several damage accidents and relevant studies. The development of the damage stability is summarized in order to deepen the understanding of the current regulations, which is beneficial to the safety design of ships.

Polar heavy icebreaker is the key supporting equipment for polar merchant shipping, rescue support, scientific investigation and resource exploitation. The polar heavy breaker deserves special consideration in the application of high-strength steel and other special materials, the structural safety assessment under ice load and the hull structural layout, due to the high ice load compared with the medium and low ice class polar ships/icebreakers. The previous structural design experience for medium and low ice class polar ships cannot be arbitrarily applied to the polar heavy icebreaker. The structural design and evaluating experience of a PC2 polar heavy icebreaker that was developed by Marine Design & Research Institute of China (MARIC) are summarized. It focuses on the application of high strength steel for the ice belt structure, the application requirements and characteristics of composite steel plate for the ice belt outer plate, the impact of the non-linear evaluation technology on the ice belt scantlings, and the distribution of the ice-induced shear/bending moment and its influence on the structure in non-ice-belt regions, such as the inner platform of the main ship and the side hull of the bridge. It presents the structural design characteristics of the polar heavy icebreaker and the main differences between the polar heavy icebreaker and the medium and low ice class polar ships/icebreakers in terms of the overall structural layout and the design and evaluation of the ice belt structure. With the increase of the ice class, it is believed that the ice load not only affects the outer plate and its attached components in the ice belt region, but also has significant impact on the material selection of the ice belt structure and the overall structural layout and design of the whole ship.

The configuration and working principle of the vacuum condensate system for the cargo pump turbine of a oil tanker are described combining with the liquid level alarm faults occurred during the sea trail. The possible reasons that cause faults are analyzed and finally found out based on the simulation by AFT Fathom and troubleshooting for the real ship, enabling the elimination of the faults. It is of great significance to study and summarize the vacuum condensate system and its faults because of the complexity of the vacuum condensate system and the typicality of its faults. It can provide references for the ship design and fault elimination in the future.

The basic methods and the characteristics of the ESD design are summarized to give an independent design method for the ESD system of the DP-3 drillship.

The design of sacrificial anode cathodic protection lacks optimization approaches for the dimensions of single anode and the overall scheme. The concepts of slenderness and flatness are firstly introduced to solve this problem. The relationship between the dimensions of the sacrificial anode without coating and the total quantity and the mass of the required sacrificial anode is deduced based on the specifications. The feasible region of the dimensions of the sacrificial anode is then determined according to the polarization requirement of the structure and the consumption requirement of the sacrificial anode material. Finally, an integrated optimization model is established with the economic index in order to give the solution. This optimal design method can determine the dimensions of the sacrificial anode and get the general scheme with the optimized economy.

The liquid level telemetry system is one of the core systems of a ship. The measurement accuracy of the ship liquid level telemetry system will gradually decreases with the increase of the ship age, and faults will also occur. It will affect the crew's monitoring of the liquid level, and thus affect the safety and stability of the ship navigation to a certain extent. This paper introduces the repairing process of the liquid level measurement for a comprehensive supply ship, and introduces and analyzes the liquid level telemetry system from the maintenance process, fault analysis and determination of the maintenance plan. It can provide a certain reference for the future ship repair engineering in the analysis and demonstration of the repair level and repair plan .
