Abstract: Analytical Hierarchy Process (AHP) is a system decision-making analysis approach which is utilized for the quantitative and qualitative analysis of the multi-objective and multi-criteria complex system problems. It is a powerful tool of the scientific decision-making for the complex systems. This article, firstly, determines the indicator system of the operation command management system and carries out the fuzzy comprehensive analysis and research of the application effectiveness of the operation command management system. It also evaluates the application effectiveness based on the method of AHP and the fuzzy comprehensive evaluation technique and finally builds an application effectiveness evaluation model. The numerical simulation results indicate that the judgment matrix of the application effectiveness evaluation model has satisfactory consistency, and the application effectiveness of the operation command management system is excellent, as well as the evaluation grade that is determined by the maximum membership principle is effective.

摘要: 层次分析法是一种用于分析解决多目标、多准则的复杂系统问题的定性分析与定量分析相结合的系统决策分析方法,是复杂系统实现科学化决策的有力工具。文章首先确定作业指挥管理系统的指标体系,对作业指挥管理系统的应用效能进行模糊综合分析和研究,并提出基于AHP和模糊综合评判的方法对其应用效能进行评价,构建应用效能评价模型。数值仿真结果表明:该应用效能评价模型中的判断矩阵具有满意的一致性,作业指挥管理系统的应用效能属于优等,利用最大隶属原则来确定的评判等级较为有效。
